Loyalty is more than just falling in line. The highest form of loyalty is the loyalty of speaking up when something is wrong. In the name of the cause. To fall in line, while not making criticism where it's due, is to hurt the cause. To expect obedience before honesty is not a sign of loyalty. To recognize this is the difference between a good and a bad leader.

I've experienced both. There are some truly horrifying things going on, not far from where I live, where obedience is obscured as loyalty. I can think of few other corrupt things than intimidation to obedience to maintain control.
